Andrew D. "Drew" Downing is a partner in Rhodes Hieronymus who specializes in insurance defense, receiverships and liquidation, litigation involving employment, insurance, and complex commercial matters, and vaccine injury litigation before the Court of Federal Claims.

Drew earned his Bachelor of Arts degree from Rice University in 1991. He received his Juris Doctor from the University of Tulsa in 1995 where he was a merit scholarship winner. He authored: "The Oklahoma Workers' Compensation Act and Daubert", Vol. 77, No. 27, Oklahoma Bar Journal (10/7/2006) for which Drew won the 2006 Maurice Merrill Golden Quill Award; "Oklahoma Employers Beware: The Rock and a Hard Place Dilemma, "Vol. 72, No. 21, Oklahoma Bar Journal (7/14/01); "Performing Factual Investigations," TALA Times, October. 1999; "Arbitrator Immunity in Oklahoma," Insurance Defense Bulletin, Summer 1997. He is an adjunct faculty member at the University of Tulsa. He is a member of the Oklahoma Association of Defense Counsel, the Advisory Board of the University of Tulsa Division of Continuing Education, and the Tulsa County, Oklahoma, Federal and American Bar Associations.
